I have 31 years of experience in industrial and domestic wastewater treatment,water treatment, system designs,regulatory compliance, laboratory analysis, research and development and management through my tenure with Owens-Illinois, Inc., Georgia-Pacific Corp., Spectrum Design,P.C., AWTS,Inc., Wastewater Conversion Technologies, Inc. and ACS Design.
I began my career in 1977 with Owens Illinois, Inc., a major manufacturer of corrugated medium in Bedford County, Va. I was the fourth generation of my family to work at this facility. I worked in all departments of the operation in the beginning including boiler water treatment, paper recycling, power generation, pulping, paper making, chemical recovery, woodyard operations and in the QA/QC department. In 1979 I was trained in the environmental department and began the process of learning the laboratory and operational techniques to maintain compliance of the 4-5 million gallon a day industrial system discharging into the James River. Owens Illinois was bought and resold to Georgia-Pacific, which later installed a new modern wastewater system, a sludge press and a large industrial landfill.
While with G-P, I was involved in the operation of the now 10 million gallon a day system, the industrial landfill leacheate system, the sludge press, a 40,000 gallon per day domestic wastewater system, the facilities 20,000 gallon per day drinking water system and monthly stormwater sample collection and analysis. The industrial wastewater system was comprised of a 110' Primary Clarifier, a nutrient feed system, a 125' Secondary Clarifier, a 5 acre aeration lagoon with 29 aerators and a 15 acre polishing pond. I performed all required operational laboratory analysis for BOD, TSS, TKN, D.O. Chlorine,Nitrogen and Phosphorous, pH, color, and microscopy of the wastewater systems. I performed annual EPA Study 54 QA/QC analysis for the laboratory's certification. I was responsible for the daily record-keeping and recording of all analysis and data entry for monthly compliance reporting to DEQ. I was also responsible for facility wide training of OSHA required BioHazards and Bloodborne Pathogen Control, the facilities Confined Space Entry Permitting, Spill Prevention Control and Countermeasure (SPCC), HazMat and the environmental department's training activities.
I left G-P in 1999 and became the Water and Wastewater Specialist with Spectrum Design,P.C. in Roanoke, Virginia. While there I designed many unique wastewater systems across the state as well as several water systems. I was routinely a designer, project manager,CAD operator and was in charge of wastewater marketing efforts. I spent a great deal of time developing preliminary engineering reports, operation and maintainance manuals and adressing project specifics with the regulators. I developed a very good relationship with the regulators and continue to enjoy this relationship today.
In 2002 I joined forces with Advanced Wastewater Treatment Systems, Inc., and started a subsidiary, AWTS of Virginia, where in 2002 I served as Executive Vice President and General Manager. The company had developed an advanced treatment system utilizing cutting edge technologies including UV Disinfection, Membrane Filtration and Phosphorous Removal. The unit demonstrated amazing results at it's test site. AWTS changed it's name and became Wastewater Conversion Technologies, Inc. While with AWTS and WCT I travelled from Boston, Mass. to the Florida Keys identifying wastewater problems and markets while assisting in the design of the company's cutting edge system. I was able to meet and work with some of the brightest minds in the wastewater world. I was responsible for the supervision of seven employees and oversight of the company's operation and corporate office.
I left the WCT organization in December of 2003 and began building and managing EcoOptions,LLC. The company has been operating for more than three years and a wide and diversified project portfolio is developing.
In August of 2004 I joined forces with ACS Design, LLC in Roanoke as the company's Wastewater Specialist/Operations Consultant where I have enjoyed involvement in a variety of projects in the area around Smith Mountain Lake and in Central Virginia. Since August Mr. Dan Early, Principal and P.E. at ACS and I have designed several wastewater systems ranging in size from 15,000 gallons per day to 1.5 Million gallons per day.

Bill has been a teacher and educational administrator for many years from the public school system to the Community College System. Mr. Salyers is in charge of Research and Human Relations for EcoOptions,LLC.

Sam is a West Virginia native. He owned and operated a CPA firm in West Virginia before moving to Roanoke. Sam also owned a CPA firm in Prescott, Arizona. He holds a:

- Certificate of Advanced Studies from the American Institute of Certified Public Accountants as a Personal Finance Specialist.
Sam has owned many businesses and is recognized for real estate development, exchanges and sales.
Sam is a nature lover, master gardener and a bee keeper, all qualities which combined with his business savvy enhance the firm and provide valuable resources for EcoOptions. Sam is the Comptroller and Financial Advisor for EcoOptions.
