Having a home at Smith Mountain Lake for 12 years,
and using it as a summer retreat and weekend place,

Re: Start-up and Operations at Moneta 0.5 MGD WWTP
Dear Garvis:
On December 4, 2006 the Moneta 0.5 MGD Bio-Wheel™ wastewater treatment plant began initial operation under your control and supervision under severe weather conditions. The winter months are the most difficult time to start-up a new plant, which was complicated by limited initial flow. The start-up went very smoothly because of your planning and by early January you were ready to discharge, which from the beginning met the restrictive effluent requirements. Since that time, reporting has shown that the majority of the effluent readings are non detectable or nearly so.
In addition, you have trained personnel from the Bedford County Public Service Authority to operate the plant. Since you completed your service early in March, they have been able to continue with excellent results due to the knowledge and techniques which you imparted to them. You also obtained the Certificate to Operate without adverse comment after a rigorous inspection by DEQ.
I want to thank you for your efforts, which contributed so much to the impressive start-up and operation of the Bio-Wheel™ system and set a very high standard for the BCPSA. Please feel free to use my name as a reference at any time. We at Wastewater Technology, Inc. hope to work with you on many future projects!

Dear Garvis,
I am very pleased to be able to write this letter of recommendation for you. I believe we’ve been working together now at the Cedar Rock WWTP since it first went online around two years ago. Your operation of this plant is professional and well organized. You’ve always dealt with any problem that has arisen immediately, which means that the most important component of my subdivision is something that I just don’t have to worry about.
More than the daily operation of the WWTP, however, is the direction that you provided in all of the preliminary work involved in getting the system approved by both Bedford County and DEQ. I remember very well how I felt when I looked at the volumes of paperwork required by DEQ to build and operate a WWTP. To say that I was overwhelmed is a gross understatement. Your knowledge and experience and contacts in the waste water industry were key ingredients in our ability to obtain all of the necessary permits and licenses and to make Cedar Rock a reality.
